Pennsylvania Chiefs of Police Association "I would like to thank you and Identicator Corporation for your part in Pennsylvania Chiefs of Police Association's Criminal History Record Improvement Project. Since 1994 the Association has equipped more that three hundred law enforcement agencies across the Commonwealth of Pennsylvania with Identicator inkless fingerprint kits.... One of the most important aspects of the Criminal History Record Improvement Project is the submission of quality fingerprint cards for automated fingerprint identification system applications. A 1992 study indicated that quality fingerprint card submissions from various agencies was very low. In some instances fingerprint card submission was nonexistent, especially from small agencies. Measures were undertaken to increase the submission fingerprint cards by all agencies, including building an electronic network for the submission of livescan fingerprints. This network was expensive and could be justified only by the larger law enforcement agencies. Therefore, a less costly but effective solution had to be found for small agencies. The Identicator Corporation's inkless fingerprint kits, LE-10 and LE-15 proved to be the ideal solution for this problem.
